Since 1984, Organizational Objectives Associates (OOA) has been providing healthcare consulting services to community health centers and other private and public healthcare institutions. From evaluating programs and grant writing to developing and implementing growth and revenue enhancement strategies, OOA offers a full range of services designed to help healthcare organizations meet their goals.

Organizational Objectives Associates – Staff Profiles

Norman H. Waaks, MPH  –  Principal and Senior Consultant

Mr. Waaks has provided consulting services in the area of health management and resource development since 1984. Prior to establishing OOA, he managed community health centers for over 14 years on both an appointment and interim basis and was the Executive Administrator of the Department of Internal Medicine at Temple University’s School of Medicine. At OOA, Mr. Waaks manages the full scope of clients’ engagements, including primary health care program development and management, community health needs assessments, grants development, federal and state health services contracting, and strategic planning and marketing.

Mr. Waaks’ early career included extensive active duty military experience as a commissioned officer serving in medical facilities in the continental United States, Europe, and Southeast Asia. Mr. Waaks holds a Bachelor of Science degree from the University of Connecticut, with a major in Zoology, and a Master of Public Health degree from the University of Pittsburgh. He has taught management courses at Temple University School of Business in Philadelphia and at Wilmington College, Delaware.

Virginia R. Easley    Clinic Management Consultant

Ms. Easley  joined OOA in April 2001. She assists clients in increasing productivity, conducting compliance audits, meeting guidelines for Bureau of Primary Health Care Effectiveness Reviews, and in preparing for accreditation by the Joint Commission on the Accreditation of Healthcare Organizations. Ms. Easley has experience in the small private group practice setting, the management of satellite offices, and as an operations manager of a multi-site, multi-program community health center organization.

Andrew G. Jones    Proposal Manager – Grants & Contracts

Prior to joining OOA in 2013, Mr. Jones was the proposal manager for a major business-to-business company providing HR support and background screening services. At OOA, he assists with grants development, document design, and the coordination and editing of project components with OOA and client staff and subject matter experts.  He works to ensure that client applications are technically sound, in compliance with guidelines, and submitted on time. Mr. Jones holds a Master’s in English from UNC-Wilmington.

Carol W. Wrenn, EdD  –  Healthcare Development Consultant

Dr. Wrenn is highly knowledgeable in matters relating to health care management and program planning. Since 1996, she has held full-time and interim directorships in the community health center setting. Her responsibilities have included implementing health center start-up and satellite site operations, pharmacy, oral health and family fitness programs, supervision of electronic health record system installations, and the integration of health center development initiatives into community, rural economic development, and historic preservation projects.

Pamela Walsh, RN, MPH, PhD  –  Senior Consultant

Dr. Walsh has more than 30 years of experience in health care management, administration, strategic planning, teaching, and nursing. She also has nearly 20 years of grant writing experience, and has produced successful grant proposals for federal, state and private foundation dollars for organizations, such as community health centers, community mental health centers, and other nonprofit agencies. Her primary area of expertise is in federal grant writing. Ms. Walsh has held positions as an executive director of a federally-funded community health center, a division director for a health planning agency and as a division director for a county health department. She is currently a faculty member at Eastern Michigan University.
